That’s the problem here. I don’t know the registry setting. The feature has been removed in Windows 10. Some external tools like “start is back” tend to bring back Windows 7 version of start menu experience though, where you can control transparency of course…

The start, taskbar, and action center will become transparent if you turn on “Show color or start, taskbar, and action center” just above the transparency setting. The result isn’t dramatic, but it is transparent. move a window behind it and you can observe the effect.

In which circumstance the taskbar isn’t transparent? Upgrade? Clean install? What are your Colors preferences in Personalization?
Do you have the latest video driver installed?
