Always on Top is available since version 10.1907.24.0 starting with Windows 10 build 18956 as part of the 20H1 development.

How to enable ‘Always on Top’ for Calculator app
Use these steps to enable or disable the “Always on Top” feature on Calculator:

Open Start on Windows 10.

Search for Calculator and select the top result to open the app.

Click the menu button from the top-left and select the Standard option.
Quick tip: The Always on Top feature is only available for the standard calculator mode. -
Click the Always on Top (Keep on top) button, next to “Standard,” to turn on the feature. (Click the same button again to turn off the feature.)
Once you complete the steps, you’ll see a new compact version of the Calculator app that always stays visible no matter how many applications and windows you’re currently working on.
If you don’t see the new feature, it’s likely because you’re running the version of the Calculator app, on Windows 10 build 18956 or later release. You can check for updates on the Microsoft Store app > Downloads and updates, and click the Get updates button.
