It seems that the location of the qmgr*.dat files has changed on Windows 10 1809 to,

Del %PROGRAMDATA%MicrosoftNetworkDownloaderqmgr*.dat

Most powershell commands do not work – paths not found
so this is absolute rubbish
and…my windows 10 update still does not work
