Microsoft is now rolling out Windows 10 build 18999 for devices in the Fast ring of the Windows Insider Program. This is the preview number 33 releasing to testers as part of the Vibranium development coming in spring 2020.
Windows 10 build 18999, according to the company, is a minor update that expands ability to move and resize the Cortana app to all users.
In addition, this flight also ships with some Narrator and Magnifier improvements. For instance, in Narrator braille, group header contextual elements are now represented with a “grp” abbreviation instead of “group.”
As for the Magnifier changes, the feature now remembers its window position after close and will reopen in that same location next time.
In addition, build 18999 also includes an updated version of the Your Phone app that now allows you to answer, decline, and make calls without the need to reach your pocket. Also, you can access your recent call history on your PC, and even seamlessly transfer calls between your PC and phone.
This new calling feature requires Android version 7.0 or higher, Bluetooth connectivity, and Windows 10 build 18362.356 or newer build.

Although there are no ISO files for Windows 10 build 18999, the update is available immediately through the Fast ring. This preview build will download and install automatically on your device, but you can always force the update from Settings > Update & security > Windows Update, and clicking the Check for updates button.
